I might be very wrong about this and I am not even sure if it actually matters in the game itself; but I am pretty sure the dams', or atleast the original dam, was placed in the wrong direction of the flow of the river making it incapable of producing power.

You commited a big mistake, every 0% road traffic flow connoisseur knows that the best way to create traffic is to make intersections, lots of them and really badly connected to anything, much better if everyone has to go throught just one at some point. So by doing a long road you shot yourself in the foot.
