It's peculiar that he gives some good reason why that military funding is what drives the economy, then wants to abolish it without replacing it, assuming what you say he advocates is true, which probably is the case. It's a big system and he only scratches the surface. That army is then used to secure strategic resources and open markets which can then be used to recoup many or those costs, plus allow companies to sell civilian products on export. On top of that, it made the dollar the reserve currency, which allows people to live on credit from the rest of the world. Capitalism has that problem is that it needs a sink for the overproduction and the US is that sink, and inside the US, the military is the sink. If people were to follow his advice, the whole global economy would collapse. It's what is happening now, so he will get what he wanted, but it will be a big wake up call for people. Inflation in the US, deflation in countries that export like China. It will decouple countries and create the wars he wants to avoid. I don't think he thought this through.
I believe Chomsky wants a new game, with different rules. Which is a tall task, because particularly the West we are so ingrained with these thoughts. Instead of focusing on ideas like competition and materialism, maybe more on creativity and human development. So, if you take one of the proposals he sets out, it may not be advantageous in the actual game we are playing currently - I think that is a source of confusion. But, as far as the military he is pointing out how the state and corporate economies subsidizes them disproportionally.
There was a diplomatic solution with Russia and Ukraine, which Ukraine wanted to accept. But, the US pushed Ukraine not to accept. But, this goes back to the fall of the wall and NATO's promise not to move East. Well, NATO did, and put Putin on his back heels. I am not saying that Putin is a fun loving guy, but there is areas of diplomacy that can be very useful in this situation.
