It is quite cold in Shanghai around that time. Below 0 degrees usually but it doesn’t really snow. The humidity gives the city a very cold wind chill and the city doesn’t have the same vibrant colours as it does in summer but personally I love Shanghai no matter which season (although winter is my least favourite). Usually February feels like the coldest month.
In my impression, foreigners in Shanghai can apply for a library card at the Shanghai Library with their passport. Maybe you can try borrowing books from the Shanghai Library. They should have a wide collection of English books.@@ExpatNatt
