At my last job, there was a regular customer who came in to buy dog food who looked exactly like Ceasar Romero! Ironically, he always bought Cesar dog food, too!
In terms of physical appearance and performance (especially the laugh) Romero was the best joker. It would have been interesting to see what he could have done with a more serious script.
The nature of Caesar's Joker was - even more than the other cartoonish characters - much like he knew he was in a silly TV show. It's very fitting, given Joker's "super-sane", 4th-Wall-breaking awareness of being in a comic book.
When he auditioned for the role of The Joker he read the script and couldn't stop laughing. When the producers heard him laugh they hired him on the spot. They said that the laugh was perfect for The Joker.

FUN FACT: The classic joker laugh came about when Romero was touring the wardrobe department before the series began. Romero's laugh was his initial reaction when he first saw the Joker costumes.....the producers asked Romero to use that as the famous Joker laugh....and the rest is history. BONUS: Romero had a clause in his contract that allowed him to keep his mustache as he didn't want to shave it off for the series. So in the close-up shots of Romero in a scene, you can see his mustache caked in white facepaint.
When I was in primary school (elementary school for the US) during the 90s, there was a dinner lady that looked just like Ceasar Romero's Joker. I remember seeing a random episode of Batman when flicking through the channels, and being thoroughly confused for a few seconds as to why my dinner lady was on TV.
Ceasar was more iconic than any of those other clowns. The only one who is comparable was Jack Nicholson. The other two were flat, boring portrayals and nowhere near the same league.

It's Ceasar then Heath for me when it comes to The Joker. I'm not a fan of the Tim Burton Batman movies. Joaquin Phoenix's Joker doesn't include Batman, so it hits different. Phoenix was great, though.
Cesar Romero and Heath Ledger were both the best Joker, depending on whether you wanted the tone of your project to be campy or dark. Everybody else who played the role was just embarrassing.
He just didn't do the laugh, he instantly transformed into the Joker! What a legend.
