Unfortunately that's how it is In America, there aren't enough mental health services to help people that need it
@jhngamingetc seconding this. unfortunately the cops are often the first people to interact with someone in a mental crisis, and they arent trained well enough in deescalation tactics that specifically are for mentally ill persons. plus there is a wide stereotype that mentally ill persons are dangerous, so cops are much more likely to feel like they have to use force
LEOs are trained to handle mental illness when dealing with law enforcement because it DOES factor in, but it DOES NOT equal a free pass - the charges may be less severe but there are still charges because laws were broken. agreed that it's messed up but no one is above the law

To be completely fair to Angela, the police started entering without exigent circumstances nor a warrant, and she was resisting what she saw as unjust by pushing the police back with just her hands. She had no weapons and was taking action with properly proportionate force.
