NKato no they don’t use compressed air to move her. That’s just a biproduct of the pistons and valves moving as it turns them into a large compression assembly.
4449 is currently undergoing her federally mandated rebuild and overhaul as her boiler certificate expired back in 2013. The crew members have said they aim to have her up and running again in late 2014 or early 2015.

If you turn the wheels (by puling the locomotive), the wheels move the cylinders, and you have a monster 250-ton air compressor :) (I know it's not entirely true, but the principle is the same - energy and motion on opposite ends of the system.)
