There was a protest circulating downtown, and the motorcycle officers were flying around to try to block intersections ahead of its path. The Special Constable car belongs to the STM's Special Constables, who are responsible for law enforcement in the metro and along all bus routes on the Island of Montréal.
I imagine it was because the only Chargers readily available to buy were white (it was more or less a snap decision to purchase these because Ford couldn't deliver on their contract). It also would have been more difficult, time consuming and expensive to have to apply a dark blue wrap to each car, and with the goal of getting them out on the road as fast as possible, it's my guess that they reverted back to the old scheme because it was the quickest option.
This year! Ford couldn't deliver on their three-year (2023-2024-2025), $10.8M contract with the city to supply them almost 200 Ford Police Interceptor Utilities on time, so I believe that the city approached Dodge and asked for anything they could get, since around 50% of the department's fleet is currently at the end of its useful service life. I hear there are around 30 of these unusual (for Montreal) 2024 Dodge Chargers with the V6 AWD spec, on top of the pre-2018 paint and graphics scheme, in service right now.

With the exception of these new 2024 models, all of Montréal's Chargers are V6 RWD. The specs available for purchase pre-2020 were either V6 RWD or V8 AWD. In 2020, Dodge ended up swapping the V8 on the AWD model for the V6 and vice versa, which is why we now have V6 AWD models. Montréal would specifically never buy police vehicles with V8s, seeing as how their gas mileage would be a concern from both a budgetary and environmental standpoint. I've been fortunate enough to be able to daily drive a 2019 Charger Enforcer with a V8 and AWD before, and even though they're absolute beasts on the road, it hurt having to fill up at the pump so often, lol!
