So...how about, when you find out a crime has been committed by an illegal "immigrant" in your state, you formally submit to the perpetrator's home country a statement of debt sufficient to cover that person's offense...the monetary amount being totally at the discretion of the state where the offense took place, subject to the laws on the books of that state.
