This passage is from Chapter 10.
"Of all the ephemeral and imaginary adjuncts that we superimpose upon our basic knowledge ‘I am’, the most fundamental are our body and the other objects that we mistake to be ourself. Because we imagine certain objects such as our body to be ourself, we imagine other objects outside this body to be other than ourself, and hence we create the illusion of a distinction between ourself and other things, and the parallel illusion of ‘inside’ and ‘outside’. ...
Therefore, since we cannot study any book without mistaking ourself to be this body and mind, and since we cannot know our real self without giving up this mistaken identification, we can never know ourself merely by studying books."

The jiva is responsible for falsely believing itself to be responsible.
It's responsible as long as its mind isn't healed (he still considers himself an individual entity). A Course in Miracles teachings is another nondual classic I would recommend.
But to elaborate, simply believing that you are not responsible does not absolve you of responsibility or existing as a jiva. As long as you exist as a jiva, you are responsible.
Guilty as charged. Adept at clever ways to be stupid. Noble ways. Kierkegaard warned against this...there I go again.
