If the person failed to pay then the only thing you can do is send a letter demanding payment and then escalating it to court where it will be mediated and decided upon, and if appropriate permission to recover the property will be court issued that must be carried out with police present, in addition any purchase payments for the property must be refunded minus any service charges. Looking at this clip it is clear that none of this was was done ergo the guy they recovered no stoll the car is guilty of a crime
