Tipping in India is not expected but appreciated if you feel that the waiter did a fantastic job. The salary of a waiter is not dependent on the tips rather it is a fixed monthly income. Be careful if you are eating at a nice restaurant in India as the owner will possibly add a service charge between 10 to 20% in your final bill. So I always see if it is added or not . If not then I will leave a tip depending on the service provided and anything between 5 to 10% of your bill before tax is considered an acceptable tip.
In US, the waiters work on a minimum wage so their salary is dependent on tips which also helps improve the service. People visiting US pre Google era were not aware of the tipping system and might have not tipped or tipped between 5 to 10% range which became a stereotype for Indians / Asians. I know the newer generation tips as per the norm.

There is no tipping culture in India but its not considered offensive if people try to tip. Some rich or generous people or foreigners do tip. Especially at high end hotels and restaurants. But the reason usually there is no tip is because restaurant bills include goods and services tax which can be anywhere between 5 to 24% of the bill. India is not a rich country, so people already think the bill for the food is sufficient to cover the restaurant's other expenses including service. Its also because there is no hourly wage concept in India. Most waiters receive monthly salaries that are fixed, so waiters don't expect money from guests, but most of them do happily accept it if given, unless the restaurant management prohibits it. But in the US for eg. they need to make tips because they work hourly for basic pay, and then they need more in the form of tips to make their ends meet.
