Hi Brenna, I'm from CT and my finance and I are headed down to Grainger county this Friday to look at 30+ acres. The property road frontage does not have power poles but there's one dead ended at the neighbor's house about 650 feet up the road from where I'm thinking of coming into the property. My questions is, the 5-25 dollars per linear foot; does that include telephone poles from the power company? (KUB handles this area)
Also, how do I determine if this particular property is in the "Greenbelt" program?

The $5-$25 per linear foot estimation does not include utility pole installation costs which can cost anywhere from $1,200 to $5,600.
To find out of a property is a part of the greenbelt program, you can either call the county assessor's office or do a property search on the assessor's website: assessment.cot.tn.gov/tpad/
If a property is enrolled in the greenbelt program, you can choose to stay in the program as an owner and you need to indicate you wish to do so in the purchase agreement.
