The Jamaica 2024 Budget Debates are in full swing! Opposition Leader Mark Golding recently gave his presentation and while people may be focused on… a different part of his speech, he also raised a few points.
So let’s talk about what he said and check some facts presented by him and Finance Minister, Dr. Nigel Clarke.
➡️Read a transcript of this video here:
🗣️Let’s get this money!💰
I enjoy this fact checking program. It is refreshing. Keep the momentum going!
Agreed
pP
Government should release detailed of this receivables deal now Mr PM.
Kmt! They don't agree with nothing the government is doing to try make Jamaica better! Always criticizing, if partners want to remain confidential who are helping to make this country better, let Mark go and win the election then he will have access to those, there are alot of stuff that are confidential in government and there is nothing wrong with that
people dont realize that there are other indirect taxes that will make up the "No new tax" statement that will affect them
Facts check is what we should be doing. Great fact checking Khalia
Yes Khalila... this is a very good initiative on your part. It is urgently needed... consistently! Thanks.
MARK GOLDING

Good job. I really enjoyed this
I think the threshold is better served raising as this would be of better help to families than a one off payment.
How many persons , would be benefit from the threshold . Nigel know what he is doing so I would give him the edge
@@VeronicaDunkley-fp3ke obviously you are ignorant of the many happenings since then. So let me inform you: First most of if not all of those little goodies were cancelled, due to Nigels miscalculation resulting in a supplemental budget days after the debates ended. I am a government employee and my taxes gone up,so I can't understand
Same here
It was a trick
My income tax will go up in April as well.
There has been growth but it’s still not trickling down to the poor because everything else has gone up by over 50% utilities rent FOOD (triple) bank fees all fees so there is nothing extra to spend or save
Thank you for this because we got very embroiled in the speaker of the house saga that we failed to hear the opposition leaders other contributions.
Madam, this is the first time l come across your video...based on the topic :l could easily be one of your fastest subscribers ... keep on giving us more insight because checks and balances are fundamental to most of us 😊
This is great. We need more content like this!
Taxes are raised quietly every day there's a price increase especially when there's a constant increase in gas prices
This is so refreshing within the biased towards any politician nor party just plain truth.
The government have also raised revenues by increasing revenue from traffic tickets, giving more increase in utilities etc all which squeeze more from consumers pockets
Everybody drive , plus if you do the right thing you wont get ticket , soooo lets do the right thing😅
@@GanGztaGriZZle9684 I pray you do not get any engine failure or computer ecu malfunction. Because wrecker fees aren't cheap.
So while they can indeed claim no new taxes there is a vast increase in cost of living
We should take statin report with a grain of salt because the Government had claimed window washers as a part of the jobs.
I question the credibility of statin these days ..seems like lots of 'prettying up' going on...
THIS IS NOTHING NEW ,THATS THE METHOD USED FROM EVER SINCE, SOME PEOPLE ARE QUESTIONING IT NOW BECAUSE ITS NOT IN THEIR FAVOR, WHY DIDNT THE PNP QUESTION THIS METHOD OVER THE 18YRS IT WAS WHILE THEY WERE IN GOVERNMENT
Your pnp under run wid it who claimed that hand cart man was employed
To include persons who did the bushing project
not only that thelabor section on Statin data collection deem a person who work an hour during one specific week as been employed, it also deem a person who go fishing at the river a moment employed, it also deem person working around the house for a family member even if they get a drink token as employ. so such data is not a legitimate data to describe sustainable employment which is what change economy.
This is kool. Keep it up
Great job K
Great coverage
Brian for Mark Golding
Mark golding is the best person to lead Jamaica at this time give him a chance
NO!
In what way? What has he done for the country? He done nothing for his constituency to prove that he is a builder. Not concerned about him being the next PM,just can't understand y ppl keep saying he is the best person ,when he doesn't prove nothing good
The Two headed dragon must go now.
Stay vigilant,hold them accountable.
well broken down kalilah, even my wife had a listen hear this morning.
Thanks for this info Khal, it’s really helpful
Mark Golding won. The JLP is working for big interest
Appreciate the analysis and the good work you been doing Kalilah
More people may be employed but they are not earning a livable wage to cater to their basic needs and put away something for a rainy day.
It is very insulting for the average person to be earning to less than US$100 per week.
The government is very cruel in their removal of the GCT off imported fruits, etc. Recently, we have seen the removal of the said tax from imported horses.
This is a very selfish move geared to help friends and company. How many average persons can buy horses much less to buy and bring them into the country?
The government's focus should be on boosting local production and introducing new initiatives that will boost the country's foreign exchange earning capacity. 😢😢
We do not live in the US why are you comparing salaries to the US. The US economy is the biggest in the world how can Jamaica businesses pay comparable rates! If the minimum wage is increase and local people cannot afford to pay helpers and other people at the end of the working chain how will they find a job! In every country we find people working below liveable wages even the the same US you keep referring to many people cannot even afford food…kmt….food will always be cheaper if the people goes to the markets as markets never charged gct and is always cheaper than supermarkets. Stiff competition is needed as well because sometimes the local farmers prices are very high in holiday seasons.
Thanks for this one they all complaining that minimum wage can't do anything, in the U S minimum wage can't take u far either that's why ppl who r minimum wage earner works more than one job , sometimes up to 3 jobs.
Sometimes they have to live in their cars if they have one.
Some a you hear the term livable wage and run with its misinterpretation, if you want livable wage, then go get your damn selves more qualified, coupled with better life style choices. Dont have to smole or drink.
Loving these budget debate vids
This is a great clip..but if you put most Jamaicans to watch this clip...they don't have a clue what its all about🤦♂️
Help them
What a great program!!!!
Keep them accountable
In regards to the GDP, it would be interesting to know what the Real GDP is, that is accounting for inflation. This is important as the prices of the goods, GDP, can increase due to inflation but not due to an increase nor improvement in productivity. Also, with higher prices the consumer pays more dollars in taxes even if the the GCT remains the same. Also, the basket of goods used to measure inflation don't necessarily include all the goods the general consumer spends on, eg, tyres, insurance, clothes, shoes, rent,..... Therefore, the true inflation may be higher than actually reported.
Good job. Thanks, u should be an advicer to mainstream jamaican leadership
They need to disclose who will be buying the receivables for sure!
In regards to the no new taxes clarification I must say I can understand from both point of view.
Dr Nigel is right when he said no new taxes and that the tax remaining 15% all throughout dispite increase in revenue.
Eg of such would be....Tax equals 15% of $1000 still equal 15% of $2000.
From Mr Golding's point of view, while there seems to be a growth in the economy, this growth was fostered on the backs of the struggles and hardship of the nation collected via areas such as foreign exchange slide... increase inflation which he quoted at an Accumulated figure of abt 46% ... as well as losses in spending power of Jmd
So basically his example who be... u pay 15% tax on 100kw light bill usage @$40kw 100*40 in 2019. Tax on light would be $600 versus the same 100kw uasge now 2024 at $100kw 100x100 = 10000 for which taxes is now 1500.
Imagine this happening to bread, fuel station, supermarket, entertainment, wholesale, customs and the list goes on and on and on...
That double in revenue doesn't necessarily reflect a growth in the economy but an adjustment to market conditions that eventually stop at the consumers pockets.
Hope that helps a bit...
No the big spenders got tax break and leverage . While the others feel the full bluntl❤
Increase the income tax threshold is like a recurrent expenditure so $20000 tax back for a few people could not covered that expenditure.
What break do the people paying taxes will get. Any benefit must benefit everyone.
Awesome job Kalilah
I love you comments it very informative..I would give mark the edge ..Next if the government will giving so many free things something must be cracked to to fulfil so many gift 🎁...I am not business person on budget..but all these gift to me is an election plan ...these gift giving cannot last for long term. It would one day put the country into some serious problems.
Corporate, GCT and income tax should be 10 percent.
Thanks for this info very interesting
How can the government give back money they don’t receive. They have to wait until the company pay over the taxes to return. I believe it’s a strategy to get companies to pay their taxes on-time. I find that some businesses are taking taxes from individuals and not paying it to the government. It happens to me personally with NHT. It’s a tax collection strategy….
New sub🤗enjoyed your content
BTW. I think fact-checking is much needed. I didn't see TV J do it or they must have not put it on their channel.

So true for my boss was taken our money and not send it in
Report your boss & scandalise him/her because it will negatively impact you later in life.
The hold argument about reduction in unemployment has be analyse carefully. It is clear that the decrease in unemployment come as a result of migration which is causing a serious briandrain in the country so I can't see what this government is celebrating. Can someone please educate me because I lost.
Secondly the removal of taxes on imported food is another criminal move as this will wipe out our local agriculture because we as farmers can never complete with this due our high cost of production that comes as a result of the high cost of raw material.
We all know the persons and people thay monopolise the food import business like Onion, Irish Potatoes etc its all political alined please do your research and you will see that it is a criminal move to benefit some of them and their peope not a benefit move for that greater good of the country.
The government of Jamaica is not seeious about fa
Re Point No.1 : Employees will encourage their employers to pay over there taxes, to ensure they get that 20k. Moral Suasion on a local basis. That is an indirect strategy to ensure taxes are paid, thus an increase in collection.
I feel that was part of the motivation to the tax rebate and a point I feel is being missed. If the government says it will be something persons can register for. It presents an opportunity to uncover employers who have not been paying over tax. So instead of waiting until retirement for employers to find out their taxes are not being paid they will find this out much earlier when they are told there is no rebate in the system for them to collect.
These new jobs are above the tax threshold?
You sound bias ,all food items have been tax every month ,tax have increase on every thing and if the return is double how come them did not have money to call local election from last year. No money to fix the roads no money tp fix the hospital .what did all that money do for jamaica is time them start tell us what them spend the money on is our right to know.
Golding is right
Any chart that shows Jamaica's GDP doubling over a 8 year period when the growth rate for each of those 8 yesrs does not exceed 2% is so dead wrong. If we assume a 2% growth for each year the most the economy would have expanded by is a mere 17% not 100%. So part of your analysis is flawed.
good point, i saw that also
I cannot see how less than 1/4 of previous jobs have been created and the tax collection doubled because of the new jobs created how you do that maths
I think the overall statistics, more speaks to an improved efficiency in Tax collection, more so that possibly more persons who were working and possibly not paying taxes or who's employers were not paying taxes over, have been brought into the formal tax system. If tax as a % of GDP is growing, while tax rates have effectively reduced, I think it better suggests that the government has gotten better at collecting taxes that were not being collected.
Great
What a beautiful lady
Kahlia we not fools be real. How are you feeling now that there's a fall in the budget and he can't find the amount to plug it in
I love your analysis @kalilah
You should keep breaking down the truth and false information that each of these political clowns put out to gain political mileage
The point of the whole video has some how flew over most persons head and has no devolved into a pnp vs jlp debate. It no longer matters that a lot of what Golding said was false or that Nigel was not completely forthcoming, just this die hard crap that keeps us in the same place, on a hamster wheel going around in pointless circles.
What was not mentioned is that certain taxes have increased.to include penalties under the Road traffic act. This net increase in existing taxes and penalties is a contributor to the intake of government its not just Growth that increased tax revinue. P
It is so simple , even I am able to understand. If we should impose taxes and tariffs on imported raw foodstuffs. Then the countries with whom we have the trade agreement, and which allows for our goods and service to be exported to them. Could just do the same to our products, thus alienating our farmers and manufacturers and their products. It is called protectionism! And the fallout from this would be astronomical.
By the way ; it would be very instructive if you could let us know which of the two parties as government, signed into the WTO treaty?
Another thing , for the pensioner , like I, we don’t care when , where or how that &20, 000 one off payment is coming from. We need it now !
Mark is the winner by far.
Why buy KFC? There are heathier options and cheaper too.
Your 100% right n i can bet people in ur comment section will be branning you has a pnp just by you speaking the truth..
The amt of new tax payments does NOT.Correlate with the new employees...
Mark golden we saaaaa
1) Increase the threshold instead of the reversal. Everyone's salary won't be impacted, but the spill down effect is the bigger picture, i.e. NIS, NHT, education deductions from the higher salaries. The higher deductions give the NHT more funds to build lower income homes; the current workers pay the NIS pension benefits existing beneficiaries receive so it need all the funds it can get.
2) I saw the receivables in the PWC budget paper & I definitely want to know what receivables we're selling, why can't we collect on them & how much will we lose by selling them because no one takes on receivables at full value. It's the people's receivables so we need to know.
3) We might need to revisit the Matalon paper or a modified version of it where GCT is concerned to ensure more tax compliance by all.
Right...
If people not paying tax why should they be getting tax return?
Fact checking coming to Jamaica, after having been deliberately avoided, over the years. Fact checking is the tiebreaker. BTW, nice suit dat, Mark.
You certainly are forgetting that the daily increase of food items is called indirect taxation. Therefore, we're taxed every day.

Raising the income-tax threshold
Disclose the facts behind the receivables, expel the GCT all together & use the $20000 to raise the Tax Threshhold for the benefit of everyone.
The Coaster Bus Driver doesn't pay income tax,The minibus driver doesn't pay income tax, the taximan doesn't pay income yax,the fruit vendor doesn't pay income tax,the vegetable vendor doesn't pay income tax etc.Several people in society doesn't pay income tax.So raising the threshold to Markie G was suggesting only benefits certain people.
All of those people might not pay income tax, but they do go in to contribute to the NHT to access low income homes & it's the contribution from the higher salaries that benefit them. Also when they can no longer work or pay medical bills where do you think those benefits come from? They come from the spill down effects of the deductions from the higher salaries. Think bigger picture.
@@Moneystayswithme i am thinking bigger which is ehy i agree with the $20k cash refund from the finance min that coupled with the same nht cash refund people who are NOT income tax earners can benefit.EVERYONE PAYS GCT,WHEN THE SAME SET OF PEOPLE I MENTIONED GOES TO THE GAS STATION DON'T THEY PAY SCT(TAX)ON FUEL ALSO AND WHAT ABOUT THE DUTIES PEOPLE PAY WHEN ORDERING THINGS ON LINE (FROM OVERSEAS).I DON'T THINK IT IS ENOUGH TO JUST SAY SCRAP THE $20K CASH REFUND IN ORDER TO RAISE IT TO WHAT MARK GOLDING SAYS.MOREOVER YOUR EXPLAINATION SEEMS MORE LONG TERM BENEFIT THAN WHAT NIGEL CLARKE ANNOUNCED.WHAT IS CLEAR FROM BOTH MEN IS THAT PEOPLE ARE FEELING IT NOW.NOT YESTERDAY NOT 15,20,30,40 OR 50MIN FROM.NOW.

Taxes did increase. Persons who did not pay taxes due to receiving allowances were force to pay taxes when these allowances were removed. Public and civil servants according to STATIN makes up the bulk of the nation's workforce. The government increased the taxation of these persons not by imposing new taxes but by introducing old taxes to people who were not paying it from the start! So yes people who were not paying taxes are now paying taxes so it is new taxes for them as it never applied to them or only partial applied to them at the start

So why you nuh ensure that the employer pays over the people taxes
Thank for the summarize of budget in parliament.
The put the money to the income tax won't work seeing as it's a 1 time thing funded by selling receivables. Can't increase the tax threshold without a plan to sustain it. Unless you gonna foolishly raise it one year then bring it back down the next.
Fact checking should tell us the facts and who's right not ask us what we think
