I don't think govt is giving freebies rather they are providing subsidies which is necessary for startup culture which motivates young entrepreneurs, which generates job opportunities.
Planting tulips won't setup any industry. It's just a copy of some foreign countries where tulip is naturally grown. Instead it would had benifited if they grew something local specially like Japanese grow cherry blossom. Let's not forget the GENOCIDE that took place.
