Sugiyama was coughing because he wanted to gtfo of the council meeting that was going nowhere, hence why it was funny seeing Ishido sitting there alone after dark when Jozen’s head got brought in.

@@Bingetowntv Kiyama excused himself after Ishido shot down his Christian friend. Ohno excused himself after Sugiyama insulted his cousin. At that point there was no reason to stay.
