They make them commercially. Essentially it is a panel that locks into the open part of the door.

Wow How Awesome is this? I am looking to put a kitty in and out flap that is in my bedroom window. I live an apartment first floor, my window has bars, and it does get ge t very windy, very cold, and heavy rain during the winters, and extremely Hot in the summers. Is this something I can do with all the things listed in this post?

Wind and rain would likely be a problem. You could try putting a magnet at the bottom but the cat might be reluctant to use that much pressure to use the flap.
