Did you know that when artist play their song, their heartbeat actually rise or lower to match the song bpm? So it's totally possible.

actualy if we're talking full potential , sakuya has COMPLETE control over time and can do pretty much anything exept time travel
Considering DIO got his stand quite recently, and there are a canon version of him, DIO Over Heaven, once he reach his full potential, it's might be impossible for Sakuya to defeat.
And Pucci just use Made in Heaven to dodge everything.
