That has been shown multiple times throughout One Piece: Devil Fruits not living up to their potential because their users don't get creative or put the effort. What Nami would need is to not be scared shitless, which would hardly happen unless she got one of those omega broken DF that gives something akin to invincibility (Marco's DF, Logias in general, Katakuri's DF) and even then, that doesn't mean she would be less scared, because after the grand line there is haki to counter that. Besides, even if she is part of the "scared cats trio" with Usopp and Chopper, she can muster up courage if the situation truly calls for it.
