Access to a path is denied MaxDotNet config | How to fix it

When i quit the program (3ds Max 14, 15 any of them),
I see a pop-up message that the access to a path in my documents is denied, program seems can’t reach MaxDotNet.config file. I have no clue what it means and what the file is about. It is just irritating and probably there something doesn’t work if that happens.
I’m not sure what caused it but I have found a fix.
Locate the MaxDotNet.config file. Delete it, then restart max. the file will get recreated on restart and the message should have gone away.

I didn't find that file in c drive. That file not present what i shall do to avoid this issue.
