I'm sitting on that mega-ship you mentioned and I see no pre-eng heatsinks in outfitting, or at the tech broker. If it was there before, it's not now. Might want to amend that statement.
it's in the tech broker but under hardpoints, maybe that's why you missed them. select Contacts> Tech Broker> Hardpoints > then all the way on the bottom you find them :)
