After putting on glass cup, I can feel raised edges. Is this normal? I mean I feel if I stick my fingernail under I can pull up the design and that isn't good. Is it the type of paper I use maybe? or is this normal on how it will feel. UV DTF doesnt feel this way. Thank you for your help

Depends on your machine. If its cricut joy it is smaller. Requires smaller image. If i's another bigger machine like Maker 3. Then the image you select and change the sizing on the design space to the largest setting of the machine. Search up how to size images on design space for maker 3. To get an idea.
While she doesn't say, nor do I speak for her, I believe it is to get an even pressure across the whole laminate sheet for better adhesion. She does warn to not let the laminator machine get too hot, and she is 100% correct. It will melt and become a nightmare. If you have a laminating machine that has a cold setting, that would be the recommended setting to use in this application. Just to avoid the nightmares.

You can use any. You can use Vynil Frog transfer paper or Teckwrap transfer. Any of these brands work for Vynil and transfer.

Use waterproof sticker vinyl
What vinyl is needed to put over the print and cut design before you cut it to be able to put it on the cup ?

Yes you can
I'm using htvront paper sticker waterproof it's perfect and easy than applying permanent vinyl : )

upload it as a png and do the print to cut! There will be no laying and it will print out as 1 picture:)
