The burn areas need to first be cleared block by block before allowing owners and random contractors access into the area. There are millions of dollars in melted gold and silver in the ashes and that should be protected from scavengers which could include your next door neighbor. Owners should be given metal detectors and escorted onto their parcel to ensure a sign off that nothing of value remains.
