Is there a way to trigger and complete the debate from "Honor Holds Us All Together" by accessing this area early? Or does the debate only trigger if you accept the sidequest?

One thing that is stupid if you delete an augment in order to manage your heating then getting calibrator serves nothing.

Yes, it will. When you get the calibrator early it will never give you the side mission for it.
But you could reload a previous save to get it.
