The fact is, Goku was a completed character by the end of the Namek Saga, and had moved into the mentor roll come Android and Cell Sagas. After that, he passed the torch. Running that back didn't reset his character too badly, but keeping him in the spot light for an extended duration required them to regress his character to provide the illusion of character growth by rehashing the prior ground. Hell, one could argue Goku 'dropped his guard' with Frieza on Namek, and was able to almost instinctively avoid the incoming attack and punish it accordingly.
The fact that in base form Vegeta was able to deflect that beam easily shows how outclassed Frieza is here, though, in his new form he barely struggled against these two, and that is quite interesting.

In the movie version, Sorbet shot Goku with a laser ring while he was in Super Saiyan Blue form. The animators decided to change the script by making Goku get shot by Sorbet in his base form in the Anime Version of DBS. (Goku was most likely to get injured like that because of his carlessnes that some people like Vegeta and Whis warned him many times over)
