The REST Api to deallocate has a parameter for hibernation. You should be able to set up a Logic App to hibernate your device on a schedule just like you can to shut it down.
I’m not sure what you mean? Are you asking about how to scale up and down the number of users you can support or the number of active hosts Or something else?

Nope…the feature just came out…give it some time

Why don't you build the new VM with the disk created from the snapshot directly?
you could...but then you would need to have a VM with a different name, and the Azure VM name would be different then the Computer name inside windows
