The Guard was kind to not yell at that kid. What a brat. If the Guard sees a tourist holding the reins they will yell or move the reins out of their hands.
This is what I would call the T.T Season ... Terrible Tourists! That man in the green hat was extremely rude, standing in front of that young girl like that when she was having her photo taken, they'll do anything so THEY get THEIR perfect photo!

Several people grabbed reins but this guard didn’t notice. Too busy looking elsewhere. Poor horse.

I saw several people hold the reins and he gave no reaction at all. That leads the next person to think they can then do it.
