Just to let you know, after a bit of toing and frowing, I finally got an email from the surly officer on the ship, apologizing for his less than helpful behavior. The Shin Nihonkai ferry Co. also informed me that, as of October 2023, they've started to make accommodations for any passengers who fail to bring cash with them on their journey.
