Originally "black man" stands for a kind of bogeyman (or death) in German. There is an old catch and run children's game. One child is the "black man", starting with the phrase "Who's afraid of the black man?". The others answer "No one." ... "And when he comes?" ... "Then we run." The children run away and try to escape the "black man". When one is catched, it is the next "black man". I guess that's originated from medivial time when the plague (or "black death") killed half of the population of Europe. Infected people partly got a black skin and and children were told to stay away from them. Nevertheless Rammstein is playing with the double meaning of "black man". Some politicians and media spread fear about refugees comming to Europe. And even though most of them are not black, they might look a bit different and give a trigger to xenophobia ... which those politicians try to use for their own goals. So "crazy" politicians (one of the two roles, Till plays in the video) and indifferent media just seeking for attention are a dangerous combination. (That is at least my interpretation.)
You are right, thats how I see this video too. Crazy Leaders, or those who want to be Leaders, spread misinformation via Media to fear the people. The Cheerleaders (they cheer the leader) help them to guard those who believ them, and all for the money. And the social Media help them in a lot of ways. In the beginning they read the Newspaper and talk to each other, than social Media came and the Armee up against each other and the Cheerleader sold that stuff to them. In the end when they destroyed the Media, colour came back and you can see, it was not only Black and White (what Media told the whole time). The colour Red is the colour of the fear, and the whires from the Leader to the Media are Red. The massage of the Video is in my opinion. Don't believe everything you hear or see on Media, a lot of them is used to spread fear and to get your money. Use your mind and talk with each other, your neighbor or the refugee is a Human like you, with all the problems, fear and Joy that you have too. Don't believe what other told you about them, make your own expirience and when they are bad its this one person who is bad, not all of them. Blame this one person not all of them.
Control by fear is a universal thing unfortunately. There are references to German habits and things but to me the weapons and the cheerleaders are references to the USA. So it's a mix or more international than it may appear.
