Your graphic card how much storage have is it 8 vram? because i think the stutter you have coming from your vram if you have 8 gb vram you need to make sure the usage of vram not passing 7 gb of usage if not maybe you need to low some settings
The last time, it was xbox Game Bar. I think my vram sits a 6.9gb during play. The problem is they are always updating, and every time it messes with my game. My GPU is 3060Ti
Oh i have the same gpu and i don't have that problem.i think the problem is the vram cause you said 6.9 of usage with record my gpu when during play i make sure never pass 6.5 usage because if you got 7 v ram usage you will got some stutter in jungle when you have lot of trees. Try this low some settings to achieve 6.5 vram and make sure when you play you got around 80% and 99 %of gpu usage another thing i don't use xbox game bar. the rtx 3060ti is great the problem is his 8 gb vram

If i remember forza if you have 8gb vram graphic card and you hit 7 gb of usage they send some warning message

I use msi afterburner to see what's going on my pc
