ipad 10 with 64GB storage is USD 299 + 100 for Apple Pencil. Samsung Tab S9 FE is USD 379 with pen and 128GB storage. I feel like the Samsung provides slightly better value at this price point. 4 way speakers, SD card slot. Both are good, just slightly different.
Is it a wise choice to purchase the One plus pad 2(2024) rather than the Samsung s9 plus(2023) for activities such as Note-Taking, Gaming, and Watching Netflix, or is it better to hold off for the upcoming Samsung s10 series? Do I need more than 256gb to handle the three mentioned tasks, given the absence of expandable storage on the one plus pad?
The hardware for OnePlus is definitely good. But I am not sure how much software improvement it has over the OnePlus Pad 1. Some of the software features I need are missing. But from what you mention, OnePlus OS should handle your work without issue. 256GB is a lot.

Research on the animation apps available. Then choose based the tablets that support those apps. For your budget, it’s probably limited to iPad and Samsung Tab S9 FE Samsung may provide more value as pen is included. But I am not sure about animation apps. There is Clip Studio
that is a well loved and used camera. it's nice to see a piece of tech last longer than just two years and repairable!
