Reclaiming facilities are currently underway. It's a long process, longer than it is taking us to separate plastic from drink packages - and that one's so slow because governments are lazy about it!
If you want to solve a fiscal problem, you need to provide incentive to make your problem more palatable to people who don't care. Anyone can beg. Anyone can ask. But not everyone can creatively attach an unrelated incentive to act as a solution to your problem.
