Guys please know the difference between being educated and literated and please stop arguing about spoken english. Spoken english comes down to practice, since we usually don't have alot of tourist/visitors due to our location and ILP (Inner Line Permit) . So the need to use of english is rare hence the lack of practice.
Welcome to Mizoram. Today, the teens of Mizoram can speak very well in English. Whom you've met in the shop like the one at Sanpiau shop would not be educated because she might be from the other side of Mizoram (east) side.
