I live in the driest state (South Australia) of the driest continent. Literally one actual river in our whole state (and our state is 4 times the size of Great Britain - we have, at most, 50% of the rainfall).
Even I know not to drive through flood water that is fast flowing or that deep, and if I had to, it would be at less than walking pace.
