Best Buy Insignia Pressure Cooker Recall | Float Valve + New Pot

I bought an Insignia pressure cooker from Best Buy 3 years ago for about $30. There was a recent Pressure Cooker Recall, and they sent me a free replacement part and a new float valve.
Its easy to put the new valve, and please disregard the old pot and the valve

My pressure cooker won't get pressure with the new piece. It was working fine before.

is the cooker weight set in proper position and is it leaking steam?
