If you take the busier - cunnoor route you will feel safe as its bussing with people and vehicles all the time ... Problem would be heavy movement of vehicles along that route which may adversely affect the pleasure of riding on hill ...

1 simple advice when u go to ooty dont plan anything, go with flow if possible rent a bike, google maps work well there..ask locals they will guide u
Your advice is great but not helping for people who don't know how to ride/drive.

Kotagiri is one beautiful place which is not known much to outsider. Ex CM Jayalalitha ka Private Bunglow is in Kotagiri
