If a student has already graduated college, they do not qualify for many scholarships since they may qualify for masters programs or fellowships. If you are referring to high school graduation, the student may qualify for "incoming freshman" scholarships...but not "high school senior" scholarships.

I don't think Biden will offer much support and with department of education transferring loans not really sure what to do if my loans are the price of a mortgage. Nelnet who is taking over has also increased their interest rates.

You'll want to indicate which school you'll be most likely to attend. Most scholarships don't need to know which school you'll actually be attending until after you've been awarded the scholarship and/or it's closer to distributing the money to the school.

Masters programs are usually paid for with fellowships, not scholarships. You will need to research fellowship opportunities to pursue your masters.
