It's not a mistake at 15 min, the clock shows "3 p.m." so the correct answer is 15 heures (quinze heures) in French.
Il est quinze heures. - It's three o'clock in the afternoon.
The two other options in the question are:
Il est seize heures. - It's four o'clock in the afternoon.
Il est quatorze heures. - It's two o'clock in the afternoon.
