Why Cirno is da strongest The most powerful being in gensokyo is the dragon god, who created gensokyo. Cirno is an ice fairy Dragons are weak to ice and fairies. Cirno can therefore beat the Dragon god, thereby crowning her as the strongest.
Photons can be stopped, not frozen, Cirno can make such cold that Photons get stuck/trapped. But she's not actually "freezing" it that's logically impossible as Photons have no mass or physicality no fundamental particles to reduce to low energy state it's like trying to freeze a ghost. It can't be done.
The reason why she strong in my opinion is she can manipulate ice anytime anywhere, Cirno even 1on1 against Okuu the one who can create small replica of sun, but yet she can still create the ice. BUT to bad she got nerf by Zun by making her stupid (she so smart at math anyways) If u ever try to mess with Cirno, you will probably dead in a short amount of time. Like really, her ability just to overpowered, she can create a huge icicle in a few seconds
Tanned Cirno was a playable protagonist with the same plot line as the other protagonists of her game, being Reimu, Marisa, and Aya who received small buffs from the back door allowing them to take on and overcome Okina in danmaku. So it is safe to assume that tanned Cirno is about as strong as the other protagonists with their minor buffs, which is insane. Tanned Cirno is above the scarlet sisters in power.
what's somewhat more insane is that in the extra stage where the protagonists use the Gap Between Seasons against Okina it's noted by Okina that fairies like Cirno would actually be weakened by that 5th power since the Gap Between Seasons is when nature (and therefore fairies) is at its weakest. so Cirno managed to beat one of Gensokyo's sages despite the fact that she'd accidentally debuffed herself before going in. She should've done even better if she'd just charged in without that power.
Correct if I'm wrong and pulling this outta my ass, but from what I understand, fairies are like elements given form, right? So logically, they CAN be pretty powerful, but they don't care about being strong and fighting, they're fine just playing around and pulling pranks. Now the reason why Cirno is so much more powerful than other fairies is cuz she DOES care about being strong and often gets into fights with powerful people, which is good practice for her I guess. the thing there is that Cirno generally has just about as good of a reason to be involved as anyone else. in Touhou 6... ok, I don't have anything for this. it was her first introduction and she's about as random as Rumia with seemingly no relevance to the plot (to be fair, it's kind of common for the 1st, 2nd, sometimes 3rd, and rarely even the 4th stage bosses to just be present rather than actually being involved in the incident). in Touhou 7 there's the whole eternal winter thing going on. Cirno and the other fairies certainly believe that Cirno is more powerful in winter (though Zun has said some stuff about Cirno actually being the embodiment of a sudden chill on a hot summer day and therefore being more powerful when stuff is hot) so it makes sense that she's running around causing trouble. Zun has fully admitted that the first half of this game is very disjointed but Cirno definitely fits into the game's story better than Alice. Touhou 9 was all about death and Cirno was included to give a unique insight into how that's all viewed by a supposedly immortal being. ultimately she gets confronted for the first time by the fact that one day she will die and so we see a being that formerly believed herself to be completely immortal grapple with mortality for the first time. 12.3, as stated in the video, was supposed to have a bunch of other early-game bosses that simply got cut. Wriggle, Nitori, and according to some sources even Rumia were all supposed to be included in the original plan (on the stronger side of things Kaguya and Mokou were also planned and later cut). Cirno got in simply by virtue of being finished on time and therefore not getting cut. in 12.8 there were really only 2 ways the game could go based on the story set up in the manga. either playing as the Three Fairies against Cirno, or playing as Cirno against the Three Fairies. Cirno was getting included either way and it was probably easier to make 1 character playable rather than 3. Touhou 14 is all about the weak and the strong basically changing places. Fairies are the weakest group in Touhou but Cirno is the strongest fairy. honestly the game could've probably done a lot more with Fairies and Cirno since there are some interesting dynamics that could've arisen from Cirno suddenly going from the strongest of the weak to the weakest of the strong. and then in 16 I'd argue that Cirno's inclusion was important for a similar reason to why Kogasa was important in 12. Fairies were the main things being affected by the incident so we needed Fairy characters (of which Cirno generally seems to come up as the default option) to really show this off. it also further progressed a little plotline introduced back in Touhou 9 about how Cirno is far stronger than any fairy has any right to be, with her managing to beat Okina in the extra stage despite using a power that Okina claims would debuff fairies.
