    Some good advice, but if you think you are going to get a 50 year old camera without any of those issues you are dreaming. Most of those issues you can fix yourself. Picking up a $50 - $100 camera and spend another $400- $500 to get it serviced and cleaned does not make sense unless it's your dream camera that you will keep forever.
    Taking battries and a damaged roll of film is a must. However, a not working meter on a full mechanical camera is not a deal breaker for me.

    Always take a strong flashlight with you when checking out cameras and lenses. Check for light leaks and fungus!

    What are the best affordable chemicals for developing black and white?

      I would say a powder developer (ID-11 or D76), you don't need stop bath, you can just use water, and then ilford fixer. But you need to shell out for developing tank/reels/darkbag/thermometer etc
