Would I play this busy and all-over-the-place onstage at my church if we were doing this song? Of course not. But it's completely fine to do so in the context of a RUclips video. Go look up the bass cover of this song from Justin Raines, the actual current bass player for Israel Houghton - he does the same thing, intricate licks everywhere and throwing soloistic runs in where the original song has dead spots. That's a whole style of instrumental covers on RUclips, and this kid is right in that zone. His sense of tastefulness will develop with time, but he's allowed to have fun.
I gotta agree with the “too busy” part. I understand showing riffs and skill and there is nothing wrong with that, but many of the riffs and runs were over parts that were out of place. Even in videos like this if you’re filling it up, less is still more. Sounded very good nonetheless, just didn’t need as much in certain places.
