My biggest worry about a Matt Reeves Mr. Freeze story is how he would be able to do it in an ultra grounded Gotham. As far as we can tell, there aren’t super powers or crazy technology. So how could Reeves suspend our disbelief enough to create Mr. Freeze?

With *The Penguin* setting up Oswald’s rise to power and the shocking reveal of Scarecrow lurking in the shadows, *The Batman 2* has the perfect setup to explore a Gotham that’s more unhinged than ever. Penguin might be tightening his grip on the city, but Scarecrow’s introduction could flip the script, bringing chaos that even Oswald can’t control. I’d love to see Batman trying to navigate this mess-juggling the fallout of Penguin’s takeover while also dealing with Scarecrow’s fear toxin spreading paranoia and turning the city against itself. It’d be great to see Bruce pushed to his limits, questioning if he can really fight fear itself, especially with Gotham spiraling into madness. The stakes should feel bigger, with Bruce not just fighting villains but also the growing distrust of the people he’s trying to protect. Throw in some eerie visuals of a fear-ridden Gotham and the court of owls, and you’ve got the perfect setup for an intense sequel
This is what I want. With Gotham being under martial law, the Penguin's rise to criminal power, the class disparity and the residual effects of the flood waters, the citizens of Gotham's fear would be naturally high, and Scarecrow is the perfect antagonist for the sequel. If Julian Rush is this universes equivalent to Johnathan Crane or if he just changed his name for some reason, all of this set up with bliss being the precursor to the fear toxin could pay off. The only problem is that Matt Reaves has recently said that the synopsis for The Batman II will have "Bruce not wanting to be Batman anymore" and that it's still going to be during winter. Maybe it'll be The Batman: Frozen In Fear.
This is very similar to how I see Part II. Except I’d replace Scarecrow with Hugo Strange. Scarecrow can be mentored by Strange though, growing to become Scarecrow in Part III, carrying Hugo Stranges legacy which would tie in with the Arkham horror idea.

julian was created as a character for the show from what i heard he was gonna be scarecrow but they rewrote him in to this character instead and kept the scene in as a easter egg supposedly

I like the reimagining of "Clayface". I want to take it a step further and make him not just a master of disguise but a master spy. Well trained special forces Black Ops soldier than can match this Batman in hand to hand combat. He can disguise himself as Batman and Bruce to discredit/frame them both in the public eye. He could find out Batman's secret identity while investigating him.

I don't know if it'll be the right idea to put Johnathan Crane, the Riddler, Joker, Harvey Dent, Penguin and Clayface all in one film. That might be a bit too much. I can see how Oz would unknowingly employ Dent once he sees that he's a bit unstable with his anger, and I can see how Crane would want to talk to Riddler to get a sense of who Batman is. But putting the Joker and Clayface in here might oversaturate the plot. But if something like this does happen, then I pray that it'll be rated R.
If Harvey Dent is in this movie, I doubt that he will be Two Face in it. I know that they were discussing a Harvey Dent court room drama series, Which could be good between part 2 and 3. At the end of the series, I could see someone throwing the acid in his face to make him become Two Face

She would have her girls at her disposal since they all have each others backs, and she knows secrets of others in Gotham, like Oz covering for Carmine and that Sophia isn't the Hangman, etc. What other secrets does she know that she could use?

I kinda feel like it's going to be more of a mind control thing, More like "The Mad Hatter" Rush didn't seem to ride the fear wave on the show, so if there is a Scarecrow, hes probably a coworker of rush or maybe even another Dr. in Arkham.

I don't know if it'll be the right idea to put Johnathan Crane, the Riddler, Joker, Harvey Dent, Penguin and Clayface all in one film. That might be a bit too much. I can see how Oz would unknowingly employ Dent once he sees that he's a bit unstable with his anger, and I can see how Crane would want to talk to Riddler to get a sense of who Batman is. But putting the Joker and Clayface in here might oversaturate the plot. But if something like this does happen, then I pray that it'll be rated R.
If Harvey Dent is in this movie, I doubt that he will be Two Face in it. I know that they were discussing a Harvey Dent court room drama series, Which could be good between part 2 and 3. At the end of the series, I could see someone throwing the acid in his face to make him become Two Face
