Interestingly, Sweden implemented a similar incentive idea in 2010 for speeding. Speed cameras not only register a vehicle going *over* the speed limit, but also at or under the speed limit. Those that are at/under are entered into a lottery to win the fine money of the speedsters. The average speed went from 32 to 25km/hr
