It has been that way in the big East Coast cities since the immigrant gangs flooded in during the 1800s.
Irish immigrants formed gangs to fight the nativist American gangs, most of which were volunteer fire departments.
Once the party bosses exploited vote-rigging, electioneering, and ballot-stuffing, they began to seize power of the mayoral offices in the big cities, so they could wrestle police protection in their favor.
It's one of the biggest, dirtiest secrets of US Eastern Seaboard politics that formed the framework of organized crime in government.
Then the Italians, Sicilians, and Russian J3wz came along and mirrored what the Irish had done, and spread like a cancer to the rest of the US.

How do they not understand the harm associated with allowing just anyone to vote in our elections? If you were an Apple employee, would you want Microsoft or Google employees having any voting power over your pay, benefits, or even the products you would make? Do they not understand the conflict of interest that is by definition involved in this scenario? A position that can only be held by those well-meaning, and yet completely ignorant of the realities of life and human nature.

Notice that you must be a US CITIZEN to vote in a Federal election. That is set by current federal law. Each STATE on the other hand can determine who votes in a State & Local election, provided the State is not discriminating or violating Federal Voting Rights Acts. Having said that, the States really have grasped and held on to an excessive amount of undue power. Voter qualifications should be NATIONAL & UNIFORM throughout the USA. One set of legal, acceptable standard as to WHO is qualified to VOTE in All Elections but UNFORTUNATELY the States power grab (stems back to the Constitional Convention 1787) allows States to throw this monkey wrench into the mix and truly muddy the waters.

What needs to happen in reality is people need to be properly screened to ensure they are a citizen when applying for a voter registration card. Then when you go to vote you should have to present your voter registration card and a State ID to prove that is who they are. I am a first generation immigrant, was here for 20 years before I became a citizen, registered to vote and I am now proud to vote. One thing people dont realize is the DMV tries to register everyone they ever make contact with. EVEN when they know they are not a citizen.
