My theory is that these Modern Men are humans who are using psi to satisfy their ambitions. They have been studying psi in depth to unlock the true potential it can have. I mean, looking at his head, the flaring aura that surrounds it could be showing that he has expanded his mind and elevated it into a higher state of understanding and possible influence. Very often is enlightenment of the mind shown with symbolism as the person's head being opened up and brilliant light engulfing it. Could it be that this is the case? After all, with how much has happened in the previous games, it couldn't be possible to keep psi as a secret among only a trusted few. It could have easily reached the attention of men who would seek to exploit it. The very reason that Giegue (or Giygas) invaded Earth to begin with was to keep psi a secret to humanity, fearing that they would exploit it to destroy him and his people. These could be the people the aliens were afraid of.

Mother 4 is also a fan game that may, or may not, be hit with a cease-and-desist by Nintendo, so it's not at all intelligent to add blatant references to the rest of the series. We don't know the actual plot of the game, and I'd have to argue that it IS really the feel, aesthetic, and themes. That's enough for me.
