Carter was holding them at gunpoint by himself which means I think he killed a few people who had the info on him killing Tate and or his whole organization and then went to them knowing they knew and probably tried to offer a deal or sum to keep his hands clean

Who in law enforcement or the judicial system did Ghost really have? It’s an old story drug are almost always facilitated to the streets by some government honcho. Again we don’t know more of his back story until more books come to fruition.
