I had recently installed a server2019, could remote connect to it without anything of this sort of trouble. Yesterday I had to install a server with 2012 r2, and this problem popped up. From all pc's that could connect to the 2019 server, and the previous installed 2012 server, it showed no problems. Now I went from the 2019 server remotely to the 2012 R2 server, again, no problem. What I do not understand, both pc's I tried to connect yesterday were Windows 10, up to date, registered versions, could connect to servers 2012 and 2019 without a fuzz, and after I replaced the stupid Mickeysoft error that caused to ruin my 2012 server installation, I had to install a new version of server 2012, but this time a R2 version. Yes, relating to this error, I went on searching, got the 2012 R2 up to date, even the update Mickysoft told me to do to let this go away, and still it did not work. So now this guy I found yesterday, he showed practically what You are showing us, a regkey that helped.... My understanding is that an error related message shows up on my pc when trying to connect to my server, does not point out exactly what we need to do. Why won't they tell us to update the client, as trying to connect to a newer installed server (not that new hey?)(2013) it is not the server that needs changing, it is the client side... MICROSOFT!!! The CLIENT side.......
If is not workin just run cms in Adminstrator and run this : REG ADD HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\System\CredSSP\Parameters\ /v AllowEncryptionOracle /t REG_DWORD /d 2
Easy way open CMD as admin and type: reg add "HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\System\CredSSP\Parameters" /f /v AllowEncryptionOracle /t REG_DWORD /d 2 Done!
The steps: regedit -> hkey local machine -> software -> micosoft -> windows -> current version -> policies -> system -> right click system folder create new key "CredSSP" -> right click system folder create new key 'Parameters'-> New dword value "Allow Encryption Oracle" (make 32 bit version)-> value 2 decimal
2nd solution is more useful since in my system "credential delegation" option is missing

On a freshly formated windows 10 1803 machine, there is no Logal Group Policy, so i cant get to the to the fix ='(
You need to change it in the registry. In the youtube search bar, search for "credssp registry fix" for the solution.
