  • On 11 September 1973, a military coup brought Augusto Pinochet to power in Chile. Now, almost 30 years after his dictatorship ended, its neoliberal constitution - and the privatization that resulted from it - is coming under fire.
    Today, the legacy of Chile’s dictatorship continues to shape peoples‘ lives. Augusto Pinochet’s 1980 constitution relied on a completely free market to regulate the economy. But the privatization of markets in Chile has benefited the few and left many Chileans struggling. For example: in Chile, education is not free. The public health care system is underfunded and many cannot afford private insurance. Elderly people barely survive on meagre pension payouts. Even drinking water is private property.
    In 2019, masses of people took to the streets in Chile to protest the country’s constitution. A year later, more than 75% of voters approved changing it in a referendum. This documentary accompanies Chileans who worked on this new constitution. They include a young woman for whom social justice and the right to abortion without punishment are central; a conservative who thinks the whole process is wrong; and indigenous people who hope that a new constitution will make their concerns heard.
    In 2022, the first draft was rejected in a new referendum. But the process continues -- as does the struggle for a better future for Chile.

    Let's not forget that it was the US who helped Pinochet make a coup d'etat, kill a democraticly elected leader and supported a dictatorship ... Let's not forget how the US came to have all the power they have today ... Let's not forget that the US did this in maaany countries, not only in Chile

      Did you just say democratic leader ??? I think you better study history. He was considered inconstitucional and he didn’t want to leave the power. And the other thing that made the alcoholic Allende worse, was that he didn’t win the elections !!!! He was elected because the parliament decided it.

      Let's not forget that Fidel Castro and the Soviets were actively courting Salvador Allende and that Chile was critical to Castro's plans! Case in point Cuba, Venezuela, Nicaragua...all wonderful countries...NOT!!!!!!!!!!!!!!

      I usually have these on in the background while I'm working almost like a podcast, so having the dubbed voice overs is very important since I rarely have time to sit and watch an hour long documentary where I'd have to focus on nothing else at the same time to read subtitles.

    Thank you very much DW for this documentary. Unfortunately, it is outdated: on September 4, 2022, the constitutional proposal was rejected by 62% of the votes. Now, there is a second process, very different from the previous one, and whose text will be submitted to a plebiscite on December 17. We'll see what happens in my country.

      Basically, Pinochet and his finance minister sold the country, its water, the health and education of its peoples , externalized environmental costs and boasted about the "wealth" created for a tiny faction, while mega corporations like Bechtel take the profit, minus of course Pino's kabals cut. Important to remember Chiles CIA Kissinger arranged 9/11 on this day of States annual display of hypocritical self pity

      @@omarsanchez9709 James Madison (4th president) is often credited as the father of the constitution due to his role in drafting it and promoting its need over the old articles of confederation, via the Virginia Plan and the Federalist Papers. While the constitution was debated during the constitutional convention, without James Madison's contributions to the Virginia Plan and the constitution, as well as Madison's and Hamilton's contributions to the Federalist Papers, the US government may have turned out much differently, and the US may not have had such a long lasting constitution.

    Education and health care are not privatized. There are public and private institutions, just like in Germany.

      Just like in Germany is definetely not. That is a lie. There is yes private and public institutions, but very different to how it works in Germany. The result and impact of their existance is what makes the difference.

This administration has quickly built an infamous reputation for both their mediocre, unprofessional people as well as the massive amounts of public funds they have stolen, and they have the nerve to want to further increase taxation 😂

      Exactly. There is an education and healthcare public system and it's free, but the quality is not good compared to the private one. It just needs more funding and there's also a clear lack of doctors.

    Chilian economic power and quality of life was of the top of all South america because they adobted capitalism. But as soon as socialism comes into the picutre the quality of life will become lower. Its an old story and new and ppl will never learn.

    Chile doesn't need a new constitution. They need to amend the areas that are not working for all Chileans. Chile needs to see its neighbor, Argentina, and then think twice.

      The US was worried about Chile going over to the Soviets. So they helped the monster overthrow Ajende. The stupid part was that the Ajende Government would have collapsed because it was giving away more than it had.

      I am Chilean I can say he is right, this is beyond biased. The people depicted here are not in the least bit representative of the common Chilean, the main girl they show even looks like a foreigner. This evidenced by Kast's (a right wing conservative) recent victory and the previous rechazo of that idiotic constitution. People elected a left wing president mostly due to the previous president's failure to do his job, he presented himself as a conservative and that's what got him elected, he them went on to not do anything conservative making him look liberal in the eyes of those who elected him only. The pendulum will swing in the opposite direction next time, because people will find plenty of flaws with Boric as well, not to mention the millions who despise him and the liberal subculture he represents already, this is now associated with lack of order, crime and graffiti. @@canthinkaboutone

    When your proposed Constitution is rejected by 62% of the voters, it signals a massive disconnect between the drafting members and the populace at large. This piece by DW unfortunately is so biased it neglects to focus on the complete failure of draft. Quite disappointing DW.

    I voted against the new constitution because I didn't trust the people who would've wrote it. I've lived in Chile long enough to know everybody in the political circles take egregious shortcuts and nobody is free of biases. I know some of the people who would've wrote it would've use ChatGPT to write a whole article.

    Having lived in Chile before Ajende, I can witness the gulf between rich and poor. There is an especially brutal treatment of indigenous peoples.
    The problem is basic: with limited resources Socialism attempts to distribute, while capitalism produces the wealth.

      @@elymiranda2971 I would like to know how old you are? I was an eye witness to the abuse of the indigenous peoples of Chile before Ajende. Chile was a highly stratified society then. When I visited the Lota coal mine, I observed 1st hand how the workers were mistreated and essentially worked as indentured slaves, while the management lived liked royalty.
      We lived in house only a Block away from the cayumpas shanty town. The shacks had no running water or sewage connection.
      On of our friends at Univeridad de Concepcion was murded when Pinochet came to power.
      A lot has changed in Chile since I left almost 60 years ago, and I wish the Chilanos all the best. You have a beautiful country and hopefully you can have a country with equal justice for all and prosperity.

      Capitalism creates inequality but pays for social programs through taxation. Socialism creates equality of misery and poverty for everyone. Socialism punishes success and hard working people who eventually leave the country and go to places where their work is appreciated. Chile is the most developed and prosperous country in Latin America for a reason.

    A report quite biased to progressivism, according to DW Chileans want a new constitution, but the reality is that there are divided opinions, some want it, some don't, most interviewees are on one side and are allowed to explain their views, almost none of those who reject a new constitution appear.     As a Chilean I feel ASHAMED to be represented by Valentina Miranda. She DOES NOT represent the common Chilean AT ALL; we don't look like that, we don't think like that and we don't act like it either. People of that sort are a MINOROTY which is being empowered by people who will benefit from their incompetence and lack of intellectualism. At least the Mapuches make it known

    It is so funny that random people from across the country are writing the Constitution of a country, which is the very essense of a welfare state.
    Ofcrse the people are the primary stakeholder in this Constitution making, and their views and concerns do need to be represented. But just leaving the enormous task of writing such a vital document of a country to random people with no legal expertise will only turn out to be a fuss.
    It would have been good if they could select proper well learned individuals in legal matters and law, then the people can speak through these individuals.
    It is not a joke to simply write a Constitution, cause we are gonna be governed according to it. So we need proper and thorough study and research to deal with writing a Constitution. It is not simply about bringing our concerns and problems together and write it.
    I think this approach will never produce a strong and comprehensive Constitution which will benefit the people.

    Pinochet was a hero who (along with the Chicago boys) made Chile by far the wealthiest country in Latin America (and that means all classes.... middle and lower classes are better off in Chile than anywhere else in Latin America). Inequality might be high in Chile but who cares. What really matters is how people are doing in absolute terms and the poor and middle classes in Chile are doing better than anywhere else in Latin America. Pinochet did some ugly things that we don't ever want to repeat but the pros of his administration greatly outweigh the cons. Stop listening to left wing propoganga and do your own research.

    Chile is a great example of how democracy and capitalism are incompatible. Public opinion is bought through media and so effectively, that the people resist anything that's against the interest of wealthy owners of capital.

They are great places to live, but even the places where public opinion has resisted them most in the past face lobbyism, asymetric media exposure of political positions and after-the-fact corruption.
      I quite frankly don't understand the logic in your point - the issue remains and demands reform of democracy to prevent it, even in the best working democracies that have it, doesn't it?

      In Norway the Oil fund is a huge revenue for every Norwegian civilian.
      I agree that not everything should be nationalized, but rental housing f.e. should be owned by the government.
      It would be an extra money flow and the government wouldn't be so profit oriented.
      Things that shouldn't be privatized too are electricity, mobile communications and water network, schools and universities, roads, train tracks, water, army, insurance, pharmazeutical (doesn't has to be) and medical sector.
      The Nordics are the best example capitalism can work, aslong as it has a social component.
      Aslong as that isn't the case, capitalism is the worst economic ideology out there. Only the rich and powerful profit.
      And if you say, well they learned their stuff, then I will tell you most of them didn't.
      Today you don't earn money with working, but with managing, corruption, swindling, stealing, inheriting or become famous.
      These are the best ways to make money, working is outdated.

    I was on Vacation there for 3 months when this happened. Had no idea until we were walking in Downtown Santiago (don'T recommend) when a rock flew in front of me, and hit a giant Police water cannon truck. Gf and I ran a block over, and then saw the protestors get the canon, and some arrested. Im unsure why the protestors needed to start throwing rocks.

I rather have a constitution drafted and approved by diverse people who are still young and alive than by a group of no more than 10 white slave owners that died more than 100 years ago.       Agree, Pinochet did a good job transforming Chile into a prosperous country. Dictatorship morphed into democracy eventually but Chile did prosper. Communist dictatorships of Europe left misery, poverty and wars behind it. 62% rejection rate is huge. Obviously Chilean citizens are not stupid.

    Not here to support dictatorship or Pinochet's brutal regime or any such thing, but just reading this video's description makes it clear that the intent of this presentation is incredibly biased towards left wing statist systems and a government that is too powerful and intrusive and promotes the belief that people cannot control their own destiny nor do they have the responsibility to do so. Desiring paternalistic or messianic solutions, be it caudillismo or so-called democratic socialism, seems baked into Latin American political culture and therefore so are classism, corruption, failure, and inequity. Chile seems headed in the wrong direction. I'd also like to point out that "free" education and healthcare *are not free.* They involve costs that somebody has to pay. And that somebody is the citizenry, one way or another. Either by direct taxation or the higher cost of goods produced by companies who pay the taxes or the inflation caused by debt funded (unfunded) governmental spending.

      I agree that the constitution Pinochet gave Chile has not been the problem and agree that stopping Allende was vital as pointed out here by MultiRingtail, but Pinochet's murderous and inhumane brutality prevents me from agreeing that he was a great or good man. Several things can be true at once.
