Well honestly everyone as children learn the basics. 1-Stop look both ways then indicate then go. If a ped fails to, they can screw themselves. The pedestrian is required by law to stop and look both ways before crossing at any junction. They are required by law to wait until ALL vehicular traffic has left the confines of the painted marked intersection once empty then they are legally allowed to start crossing. If they cause an accident by failing to do this it is their liability.
