Just because someone is a professor does not automatically make him a sensible and wise person. He is only speaking as a professor protecting his profession. He has a lot to lose,he can't speak the real truth...in fact he must keep quiet because he does not even know anything about sharing a space or tussling for resources with the immigrants. He is nothing but a rich man with a full tummy who knows nothing about the poverty of the ordinary citizens. What is he even talking about? If there are hardships around the world, does it then mean coming into a country where the majority citizens are poor a solution. What happens if millions are forced to come into the country everyday since their reasons to migrate are understandable?South Africa must just continue taking people in without a plan to take care of all of them when they're already failing to take care of South Africans.?Well,if that is politically correct, let them do It,but people like Kgomoesoana must start accommodating these immigrants as well, give them peaces of land for them to build shacks or he must just keep quiet because he is blowing a hot air.

This is the first person who's said something intelligent, insightful and that actually makes sense about this issue. It is justifiably very angering and very unfair to South Africans to expect them to tolerate this when they themselves are struggling to make ends meet. However to deal with it is going to take clear heads without or less emotions to make any kind of progress. The bill MUST be sent to the Zimbabwean government for the economic refugees crossing the Limpopo who are not recognized by the South African state. The 180k or so people on the ZEP visa are not the actual problem (I know this might anger most people but please hear me out). These people are legally recognized by the state of South Africa, they paid for the visas and they pay taxes like every South African and are actually contributing to the growth and working of the SA economy. Some will most likely have some form of medical aid because they're officially employed or are running SME's. They're also the ones less likely to be committing crimes because SAPS actually has their true fingerprints, pictures and place of last known address so they can be traced and found if they do commit a crime. If anyone should get permanent residence permits, it should be them because they've been paying taxes and haven't committed crimes and this can be verified if need be. Its the hundreds of thousands if not a million or more of Zimbabweans that are undocumented who are the issue and more prone to resulting in criminal activity. To spend money and waste resources and time trying to deport migrants who you know as a government because you gave them visas and have been in your country for 10 years is a futile exercise when you've got millions more who are ghosts and shadows because they're undocumented and/or border jumped.
Here's a thought, and you can tell me if its stupid or not. SA Home affairs can simply say to every ZEP holder, report every Zimbabwean whom they know to be undocumented to Home Affairs. The purpose is not to try and deport them, thats a waste of SAPs and SA Home Affairs time and already stretched resources. Instead it would be to create a verified list of all undocumented Zimbabweans (its verified because the person was reported by a ZEP holder who knows them and can verify where they live and their name) The SA government can then come up with a cost per every person, say R30k or R40k or more per person, because undocumented people are costing the state a lot of money in health care and are taking away jobs from ordinary South Africans that have families to take care of. This list can then be officially sent to the Zim government and the UN High Commissioner for refugees for them to pay. THEY MUST PAY. This could be tens of billions of Rands for the SA government in revenue which can be used to fund the SASSA grants and health care for ordinary South Africans. If the Zim government refuses to pay, then the SA government can simply institute a mandatory tariff or fee on every Zimbabwean man, woman, child, animal, truck and car coming into SA by plane or through Beitbridge border post. Either way SA wont lose. At the end of the day its governments that are responsible for this type of migration, so its governments that should pay for them, ordinary South Africans shouldnt. I know this was very long, thanks for reading and thank you to all South Africans who truly have been more than generous with their country and spaces, you're not crazy to be very angry about this, its not Xenophobic, you're angry because you're being prejudiced economically and its not fair. I know Zimbabweans wouldnt like it if Mozambicans or Malawians did this. I know because I'm Zimbabwean. Lets just not kill each other but instead lets make the governments responsible pay. Instead of looking at an undocumented person as an enemy, look at them as R40k (or more) that their government and the citizens back home in that country to pay for. Criminals, rapists and drug dealers should be shown no mercy though, and ZEP holders can be used in weeding these people out if they're empowered. Nlhanhla lux (whos anger is very justified by the way, it just needs to be directed at the right people and the ruling ANC or government of that time to enforce such a measure) and his movement together with other locally formed SA civic organizations can then be involved in the auditing of the funds coming in and mobilize their people to monitor the verification process and be paid for it aswell. So you realise that once SA does documents illegal immigrants more illegal immigrants will be coming to be documented ? And more illegal immigrants will be coming to SA for medical services with the arrogance that their government is paying? You really think that the same Zimbabwean government that is unwilling to provide medical services with the current infrastructure they have in Zim will suddenly turn around and pay for medical services their poor citizens are receiving in neighbouring countries ? Are you serious ? A government that is so uncaring that it will allow a situation where heavily pregnant women make a dangerous journey to cross borders illegally to access medical services in neighbouring countries ! A government with the lowest paid medical doctors probably in the entire world ! That same government will suddenly have politicians who have a conscience to make their government pay for medical services provided to their citizens in neighbouring countries? Okay let's say Zimbabwean politicians miraculously gain consciences and actually make funds available to pay SA , do you think that SA will have capacity to service the entire Zimbabwe and SA with medical services? Do we would have enough hospitals , clinics , medical staff , specialist medical staff , medications , medical equipment and administrative staff to run our hospitals efficiently with that added burden of another entire country's citizens ? What about schools ? We already have hundreds of thousands of illegal immigrant children in our public schools . If we document all illegal immigrants in SA right now do you understand that more immigrants will be coming to enrol their children in our already crowded public school system since their government is being billed ? The same questions apply here .... will we have capacity ? If we document everyone we will only cause the same entitlement mentality that the ZEP system caused. Ten years after documenting those people our courts will be faced with legal action where those same documented immigrants now demand to be made permanent residence . It will never end. The more SA gives the more immigrants demand. This joy ride has to stop at some point and maybe that time is now.

He knows the impracticality of documenting every illegal immigrant that comes into SA . He understands the impracticality of saying all illegal immigrants can use our hospitals and we will send the bill to their countries. How long will we wait for the bill to be paid? And in the meantime how will we be resourcing our health system with these millions of patients from surrounding countries? Where will the medical infrastructure , medical staff hospital admin staff , equipment etc come from ? These types of wietuons should be directed at actual medical administrators and medical professionals rather than political academics .

And they, the marginalised people of SA, are the very people who are going to make or break any arrangement made i.r.o the Zimbo immigrants, trust me. How would you react when you go visit your mother at Tembisa Hospital only to find her sleeping on the floor and an illegal Zimbo occupying a comfortable bed?
This analyst talks sweet nothing to expect Zimbabwe or Mozambique to pay for the hospital costs of its citizens. It has been tried before and for many times and it has failed. It's all very well to sit on a comfortable chair in an air-conditioned studio, and talk like you matter.
People should get this straight into their heads. Relations between Zimbabwe and SA has deteriorated irretrievably. Trying to force integration can only lead to unnecessary bloodshed.

Yet you are not talking about this either instead I find that you are overly concerned with those sharing a small portion on the basis of an artificial border imposed by them meant to achieve such marginalisation through divide and conquer. Let's see if he will appreciate the cost that comes with that . He must also pay for their children's education so that the sharing spirit he is expecting from poor South Africans is shared by every caring SAn citizen like himself. He must put those immigrant children in the same schooling as his own kids and finance it. We can't only have the poor to share their under resources and failing health care as well as education system with poor immigrants. Furthermore he must retire and allow allow an immigrant to take his job or reduce his salary so that 3 to 5 more immigrants can also be employed in his position. We are sharing scarce resources here . The wealthy must also share this burden. We must also demand the apportion parts of land in every single residential estate and complex to illegal immigrants. The same way we keep saying illegal immigrants must be integrated into society. Let it not only be in informal settlements , inner cities and townships . Let it also be in affluent neighbourhoods. If that can be done then yes we can agree to Prof's asuggestion .

See why Mbeki was doing a lot to fix Africa. Doing so allows other practical solutions to be implementable. Truth be told, South Africa will benefit immensely when our neighbours are safe, stable and growing economies.
My question now is: What can South Africa do to stabilize Zim, Lesotho, Moz, eSwatini, Nigeria, Congo, Ethiopia, etc?

@@zulub.r.u.h7846 even though it’s difficult to carry the continent, we are doing so already. Maybe South Africa should work better.
How about we take our mining expertise to Zim, get the product out to RSA and ship it to the world. Give Zim a portion and we keep the rest. That should help Zim, would it not? It can help Satafricans also. That’s a terrible scheme but it shows what can be done to assist SADC
Let’s be innovative to make Africa better.
