It depends on your motherboard. Or from the price of the set (MB + CPU). for 1200 socket 10400f the optimal CPU. For AM4 - R5 3600 is also optimal (price-performance) and it is better than R5 4500. But R5 5600 is the best solution for games.

The Intel board would be cheap only in case of 10th gen not 12th, while hte AMD board would be cheap. Thanks. Nothing crazy would be played, mainly just DOTA1. even if ryzen 5 has less cache and therefore lower performance it will have more life expectancy because it has more cores. Look BF5.
Replacing the CPU with a more efficient one is not a problem.
